Accomplishments and Milestones

November 2, 1996 - after the traditional visit to the Cantilan cemetery to pay respects to their departed loved ones, a group of Cantilangnons, as was the custom, gathered together for drinks and conversation. The venue was one of the fishpond areas of the CarCanMadCarLan Aquamarine MPC (CAMPCO) in Libuak, Bgy. Consuelo, Cantilan, Surigao del Sur. Their topic of conversation was the seemingly unstoppable proliferation of Danish seine fishing “liba-liba “ and other illegal fishing activities in the municipal waters of Cantilan.

Led by the former Chief of Staff of the Philippine Air Force, Lt. Gen. William K. Hotchkiss, III, the core group was composed of then Col. Charles Y. Hotchkiss, PAF, Carmelo “Bibong” Arreza and some local residents, namely: Vicente Cirilo “Tinty” A. Iriberri, who was then the General Manager of CAMPCO, Emmanuel “Emman” A. Almeda, Chairman of the Board of CAMPCO, Leo Azarcon, Raul “Kid” Urbiztondo, and Rogelio “Pico” Cubillan.

The idea of coming-up with a local environmental organization was launched. The mission was to stop the poaching and encroachment of commercial fishermen using “liba-liba” within the municipal waters and to protect and advance the right of small and marginalized fisher folk of Cantilan to a balanced and sustainable management of coastal resources. CARCANMADCARLAN BAYWATCH FOUNDATION was born.

Days later, the group invited some other cause-oriented individuals to join Baywatch. The incorporators were identified and forged for registration with its Articles of Incorporation and By-laws with the Securities and Exchange Commission (S.E.C.). The incorporators included: Lt. Gen. William K. Hotchkiss, III, Carmelo A. Arreza, Fr. Cesar H. Reyes, DCT (first President of the foundation), Vicente Cirilo”Tinty” A. Iriberri, Emmanuel A. Almeda, Leo F. Azarcon, Loel F. Azarcon, Rogelio T. Cubillan, Marlon Jose “Pocholo” L. Herrera and the late SP Member and Mayor of Cantilan Live M. Azarcon.

On February 17, 1998, CBFI acquired its legal personality as a non-profit, non-stock non-governmental organization with the Securities and Exchange Commission (S.E.C.), bearing registration number A1998-1307.
